  • The Challenge: A large state financial agency was operating with fragmented data governance, siloed systems, limited access controls, and a data strategy misaligned with its core business goals — creating significant risk to fiscal transparency and public accountability.

    The Work: Conducted a comprehensive data governance maturity assessment, developed a four-pillar enterprise data strategy, and designed a conceptual data model and data dictionary for a pilot dataset. Built a data pipeline using medallion architecture on a Microsoft technology stack — including Azure Data Factory, Microsoft Fabric, OneLake, and Microsoft Purview — to enable centralized governance and compliance. Recommended the establishment of an 11-person Data Management Office led by a Chief Data Officer.

    The Outcome: A unified data strategy, a governed pilot environment, and a clear organizational roadmap — including a recommended DMO structure — to sustain data quality and fiscal transparency at scale.

  • The Challenge: A large federal cultural institution needed to modernize how it captured, structured, and preserved historical records metadata — addressing critical data gaps that were limiting access and threatening long-term data integrity.

    The Work: Led a virtual team in the design and development of conceptual, logical, and physical data models for preservation metadata. Addressed key data capture challenges and enabled migration of data to a future state architecture aligned with the institution's long-term preservation mission.

    The Outcome: A structured, scalable metadata model that modernized data access, improved data quality, and positioned the institution for future-state architecture migration.Description text goes here

  • The Challenge: A major federal agency lacked a coherent data warehouse and business intelligence framework — limiting its ability to leverage data for decision-making and advanced analytics.

    The Work: Led a comprehensive assessment of the agency's existing data warehouse and BI platform, engaging 30 stakeholders to define future state requirements and develop a strategic implementation roadmap. Architected and implemented a cloud-based data lake and data warehouse solution, significantly improving data accessibility. Presented recommendations directly to the CIO, outlining key alternatives and a cost-effective path forward.

    The Outcome: A fully implemented cloud data infrastructure and a strategic roadmap that enabled advanced analytics capabilities and positioned leadership to make data-informed decisions with confidence.
